CM Punjab Launches Free 3-Marla Plot Scheme for Needy Families in 10 Major Cities

Under the leadership of Chief Minister Maryam Nawaz Sharif, the Punjab Government has announced a new plan to give low-income and homeless people across the province free 3-marla residential plots. This scheme, launched under the “Apni Zameen Apna Ghar” program, will help thousands of deserving families finally own a piece of land and build a permanent home.

First Phase Distribution Plan

In the first phase of the scheme, a total of 1,892 residential plots will be distributed across 22 districts in Punjab. The allocation has been strategically planned to ensure fair distribution among various regions:

  • Rawalpindi Division – 658 plots across 4 districts (5 schemes)
  • Faisalabad Division – 288 plots
  • Lahore Division – 518 plots
  • Bhakkar Region – 131 plots
  • Multan Region – 270 plots
  • Bahawalpur Region – 27 plots

These plots will be handed over free of cost to eligible applicants who meet the selection criteria.

Eligibility Criteria

To maintain transparency and ensure that only deserving families benefit, the government has set strict eligibility conditions:

  1. Permanent Residency – The applicant must be a permanent resident of Punjab.
  2. District Belonging – Applicants must apply for plots in their own district of residence.
  3. No Previous Property Ownership—The applicant or their spouse must not own any plot or house anywhere in Pakistan.
  4. Income Criteria—Priority will be given to low-income families under a specific monthly income limit.
  5. Verification Requirements – Applicants must pass background checks via NADRA, PSER, and other relevant databases.
  6. Construction Obligation—Beneficiaries must start construction within 6 months of receiving the plot and cannot sell it for at least 5 years.

Transparent Allotment Process

The scheme is being executed through the Punjab Housing and Town Planning Agency (PHATA). To ensure complete fairness:

  • Data verification will be conducted in collaboration with NADRA, PSER, and PLRA.
  • Allotment will be finalized through a computerized balloting system.
  • Priority will be given to widows, differently-abled individuals, and families living in extreme poverty.

This transparent mechanism aims to eliminate corruption, favoritism, or political influence.

Additional Financial Support

One of the most attractive features of this scheme is the government’s decision to provide interest-free loans to successful applicants to help them construct their homes. This facility will be provided under the Apni Chhat Apna Ghar Program, enabling beneficiaries to start building immediately without financial stress.

The loan amounts will be disbursed in installments, directly tied to the construction progress, ensuring the funds are used solely for building purposes.

Application and Registration Process

The government is setting up an official online portal where eligible residents can submit their applications. Applicants will be required to:

  • Fill in personal details
  • Upload a valid CNIC
  • Provide proof of residency and income
  • Submit an affidavit confirming non-ownership of any property
  • Those without internet access will be able to apply via designated district facilitation centers. Announcements regarding application start dates will be made publicly through official media channels.

Benefits for the People of Punjab

This initiative brings a range of social and economic benefits:

  • Homeownership for the Poor—Families who could never afford land will finally have their own plots.
  • Economic Boost—Construction activities will generate employment opportunities in local communities.
  • Urban Development—Organized housing schemes will replace informal settlements, improving city planning.
  • Social Stability—Permanent housing reduces displacement, strengthens community ties, and improves living standards.

CM Punjab’s Vision

Speaking at the launch, CM Maryam Nawaz emphasized that this scheme is not a charity but a government responsibility to ensure that every citizen is entitled to shelter. She stressed that providing land and financial assistance to the poor is a vital step toward social equality and sustainable development.

Key Rules After Receiving the Plot

To ensure proper use of the land, the following rules will apply:

  1. Construction must start within six months of allotment.
  2. The plot cannot be sold, transferred, or mortgaged for at least five years.
  3. If the beneficiary fails to start construction, the plot may be repossessed by the government.
  4. The land must be used strictly for residential purposes.

Impact on 10 Major Cities

In the first phase, 10 major cities will particularly benefit from the scheme, including Lahore, Rawalpindi, Faisalabad, Multan, Bahawalpur, Sialkot, Sargodha, Gujranwala, Sheikhupura, and Vehari. Each of these cities has been allocated a specific quota of plots to ensure balanced urban development.

Final Thoughts

By combining free land distribution with interest-free loans and transparent allotment, the government has addressed both the accessibility and affordability challenges of homeownership. For low-income families in Punjab, this program is more than just an opportunity—it’s a life-changing chance to secure a safe and permanent home. Strict eligibility checks and legal safeguards ensure that the scheme brings long-term social and economic stability to thousands of households.
